Scott A. Davis
Scott brings three decades of law enforcement experience (1990–2020) to his leadership role. A Pennsylvania native, he served as both Sergeant and Detective, with advanced training from federal and state agencies including FLETC and the Pennsylvania State Police. Before founding what became Tiburo Group, Scott directed operations for a major national security firm overseeing high-profile clients including NASCAR, NFL venues, and hospital systems.
At Tiburo Group, Scott manages operational strategy, compliance, and the in-house training academy — work that keeps the company's training and operating standards tied directly to current field practice. He holds a BA in Political Science and a BA in Mass Communication.
Scott sets the standard that Bluewater Security Academy trains to and that Tiburo Security's officers are held to in the field.
Jesse M. Haynes
Jesse holds extensive experience in security management and operational oversight, with a background in strategic planning that gives him a unique perspective on the challenges and opportunities businesses face. He oversees all Tiburo Group operations, emphasizing service standards and reliability — making sure every contract, every officer file, and every training record holds up to scrutiny, from client audits to state licensing review.
